  WASCO

The St. Lucia Civil Service Association (CSA) is calling on the authorities to engage the employees of the Water and Sewerage Company (WASCO) in discussions on the Public Private Partnership to be established. The call was contained in a letter dated 29th May, 2005 to the Minister of Public Utilities, Honorable Guy Joseph.

 The CSA is of the view that the establishment of the Public Private Partnership of a public utility company like WASCO holds some implications for the employees; and the announcement of on-going measures has resulted in anxiety among the workers, since they have been given little information about the fate of WASCO and about implications for their future.

 

SLASPA

On June 9, 2008 the St. Lucia Civil Service Association (CSA) was party to an agreement for the “Payment of Termination Benefits” to employees of the St. Lucia Air and Sea Ports Authority (SLASPA).  The other parties to the agreement were the National Workers Union and Ports Police Association.

The agreement deals with the mechanism for the accumulation and safeguarding of funds to ensure payments to employees who would become eligible.  The payments amount to EC$4.8 million for eligible employees represented by the three (3) unions will be made by April 2010.

The agreement also provides for the establishment of a Committee, with representatives from the CSA, NWU and the Ports Police Association and SLASPA, which will, among other things, monitor the deposits to be made.

It took a long period of negotiations spanning over three (3) years before the agreement could be reached.  The CSA takes the opportunity to acknowledge the collaboration with the NWU and the Ports Police Association for making the signed agreement possible.

NOTICE

 

The St. Lucia Civil Service Association (CSA) will convene an Extra-Ordinary General Meeting of its members in the Civil Service.

The meeting which is scheduled for Tuesday, July 1, 2008 at    8:00 am, at the CSA’s Auditorium is called to apprise members on the status of the on-going negotiations with Government.

The negotiations which started on March 3, 2008 are being held for increases in salaries and improved conditions and will be made effective from April 2007.  The implementation of the expected increases is over one (1) year retroactively.

Members are expected to attend the meeting in large numbers.

 

PRESS RELEASE

The St. Lucia Civil Service Association (CSA) observes with grave concern the dis-integration of the government of the day and the instability and uncertainty which the on-going impasse is having on the affairs of the country.

 

It is evident to the CSA that the individual concerns and personal interests of elected parliamentarians are allowed to take precedence over the collective interest and well being of the people.

 

And to exacerbate the problem there seem to be a paucity of leadership for dealing with the situation.  Whilst there is a delay in taking firm action to resolve the situation the demonstrated in-ability in governance, is causing the country to hemorrhage at the seams at the time when focus should be placed on measures to advance the welfare of the populace.

 

The situation in the government is of immediate concern to the CSA because of the long list of matters about which commitment and promises have been made by the authorities and which are not being addressed. The situation should also be of concern to all civil society.

 

  NEGOTIATIONS

Negotiations for increased salaries and improved conditions are continuing between the St. Lucia Civil Service Association (CSA) and a number of agencies. In that regard, the Union announced that settlement was reached with the Civil Service Cooperative Credit Union for an eighteen percent (18%) increase in salaries over a three (3) year period. Negotiations between the CSA and the St. Lucia Tourist Board will begin on Thursday, 5th May, 2008 whilst the third round of negotiations between the CSA and the Government’s Negotiating Team is scheduled for June 16, 2008.

 

CUSTOMS

 

The National Executive Committee of the St. Lucia Civil Service Association (CSA) held an emergency meeting with Customs officials on 5th May, 2008.  The attendance of the meeting was overwhelming. 

The meeting was occasioned by information reaching the CSA that the Cabinet of Ministers was moving to transfer the Comptroller of Customs.  The CSA and the Customs officials were of the view the intended action by the Cabinet of Ministers is to interfere in on-going and new investigations that have emerged about the infelicities of elected Parliamentarians.

Such actions by Government are clear and unprecedented attack on the integrity of the Public Service which should not be allowed to continue.

The Customs officers voted overwhelmingly for the CSA to take a stand on the matter.

In so doing, the CSA will be consulting with other Departments, such as, the Air Traffic Controllers to provide support to whatever action the Customs Officers may agree to in expressing dissatisfaction about the actions of the Government.
